When can I apply for visa
Once you have received I-20 from the university, you may take a visa appointment , however student visa can be issued no more than 120 days prior to the course commencement date mentioned on your I-20.

The university sends you I-20 once you are granted an admission. It is a legal document that entitles you to apply for a student visa at the US Consulate.
