If you want to take admission in Spring semester then it is the right time when you can register yourself for GRE test dates. The test is available at 700 centers in more than 160 countries across the world. The test is offered as a computer-based test year round the year at most locations across the world and a paper-based test up to three times a year in areas where computer based testing is not available. It is always good that you should register early to get your preferred testing location and appointment time.
In August, 2011, the GRE revised General Test and replaced the old GRE General Test. The new design is test-taker friendly and new questions are added in the test. This new test reflects more closely the kind of thinking aspirants develop in graduate or business schools and demonstrate that you are ready for graduate-level work.
For applicants in U.S, U.S territory and Canada:
You can call at 1-443-751-4820 or 1-800-GRE-CALL (1-800-473-2255) on weekdays between 8 a.m to 8 p.m.
For payment you can use either American Express, Discover, JCB, MasterCard, VISA or a voucher number.
For applicants located at other locations:
Call the appropriate RRC (Regional Registration center). Click here to get list of RRC.
Mode of Payment: A valid credit card either American Express, JBC, Discover, MasterCard or VISA. Make sure to call at least two business days before the test date. You will receive the confirmation number and test center address after registration.
For registering online you need to have or create a My GRE Account to register online.

Mail it to the following address along with the the payment:

It may take around four weeks for processing. After you receive your authorization voucher, you can call to schedule your appointment. The appointment must be made before the expiration date given on voucher.
The preferred mode of payment is money order, certified check or personal check.
For applicants located at other locations:
Download the International Scheduling Form and mail it to the appropriate RRC. Make sure that the documents are received at least three weeks before the test date.

Also, please note the universities seek the actual test scores and not the projected scores not to grant admit but to even process the application. If you are aiming for Fall 2011 (August 2011) session, you would be missing out most of the deadlines in December since majority of the universities have their deadlines during that time.
Though there are universities that accept applications beyond January as well, to be on the safer side, I would strongly recommend that if well prepared and confident of taking the test, you should register for the earliest dates available.

Since you will be completing bpt in 2011, you can enroll for admission to Fall 2011. For admission to Fall 2011, you have ample time to prepare for GRE. I would recommend you to give the exam by Oct 2010.

Since you will pass out of your M.Sc in May 2010, you can apply for Fall (August) 2010. If you can complete your GRE by August/September you will have ample time to apply to the universities. Also, you stand a chance for scholarships and financial aids if you apply early.

The above date mentioned is if you are planning for Dec 09/Jan 2010 session. If you are planning to apply for Jan 09 session then its high time and you should get yourself registered for gre at the earliest possible as most of the universities have application deadline in October.

Yes, you can give the test in October. You should appear for TOEFL in October or early November. Some of the universities have deadlines in December and some have in January. You would need to check with the university you wish to apply to. Generally, it is better to send your applications by December.
